Environmental Resource Permit (ERP) boundaries are currently screen digitized and maintained in Arc Map. This data was historically hand drawn on USGS 1:24000 quadrangles that was later converted to an ArcInfo coverage. Because of the limitations of hand drawn boundaries and later the limitations of the ArcInfo software each polygon may represent one or more actual permits. Because of this one (polygon) to many (permits), there is an addition lookup table associated with this layer. This table is referred to as the erp_grs table and provides a lookup reference. The erp_boundaries layer uses the item "recid" as the unique identifier. "Recid" is also located in the erp_grs table. By identifying the recid of a given polygon the permit number(s) can be determined by looking up that recid in the erp_grs table. The recid is the made up of a six digit number. Originally, this number was comprised of a SJRWMD quad number for the first three numbers combined with and the last three numbers are the map numbers given to project at the time it was hand drawn on the paper quadrangle. Currently, the actual permit number has replaced this composite number and each new phase of a project is digitized independently.

This data represents Environmental Resource Permit (ERP) applications. Data is supplied by the permit applicant and permitted by the St. Johns River Water Management District. This layer refers to permitting rules section 373.430 F.S., and 18 U.S.C. Section 1001. The applicant fills out a form 40C-4.900(1) and supplies the district with a location map of the project boundaries. In order to avoid undue hardship to the applicant, there are few restrictions on the type and quality of the map the applicant must supply. The location maps the applicant supplies are generally 1:24,000 USGS quadrangles, or in some cases digital orthographic quadrangle maps are provided.
As of August 23, 2012 this layer also includes the current set of FDEP 10/2 ("self certification") permits, as adopted by the Florida DEP in conjuction with the five Florida Water Management Districts, effective July 1, 2012. According to FDEP, these permits correspond to general permits for a "Stormwater Management System in Uplands serving less than 10 acres of total Land Area and less than 2 acres of impervious surfaces."
The FDEP 10/2 permits in this layer (PDSLIB.ERPSDE) are replaced nightly through an automated batch process from the FDEP ftp site (ftp.dep.state.fl.us). Only those 10/2 permits which have also been processed through the E-Reg system in SJRWMD are included in this layer, and attributed with the appropriate values from the E-Reg system. Stormwater point buffer (circle) was redefined to 20 meters radius. Batch process started to replace FDEP 10/2 permits nightly, also given a 20 meter buffer.

We added the previously separate stormwater points to this layer. The points were first buffered by a very small distance to create a circular polygon. This was done for applications which need to view all ERP permits in a single layer, and in preparation for permit applications going through DEP, which is scheduled to begin July 2, 2012.

Converted field structure to match what is shown in the E-Reg web application. Complete field restructure. Nightly update scripts rewritten to update all fields from those used in the E-Reg application.
